NADCO Team Wraps Up Three-Day Workshop to Finalize Ruto-Raila Deal

The COIN-10 Committee has completed a three-day retreat in Machakos, reviewing progress on the political accord between President William Ruto and the late ODM leader Raila Odinga. 

The committee, tasked with overseeing the implementation of the 10-point agenda, reaffirmed its commitment to meeting the deadlines set for the accord’s delivery.

Chaired by Dr Agnes Zani, the committee noted that it is working within a limited timeframe, with only a few months remaining before it submits its final report to the principals for approval. 

The retreat, held at Maanzoni Lodge, was supported by the Centre for Multiparty Democracy (CMD-K), which has played a key role in facilitating dialogue between political parties. The COIN-10 Committee is focused on issues critical to Kenya’s democratic stability, including governance, the rule of law, electoral integrity, devolution, and national cohesion. 

Its mandate also covers proposed institutional reforms, such as establishing the positions of the Leader of the Official Opposition and the Prime Minister, aimed at balancing executive power and strengthening accountability ahead of the 2027 general election. Representatives from both sides of the political divide participated in the discussions, including ODM’s Oduor Ongwen and UDA’s Nicodemus Bore. 

The committee also expressed its commitment to working with Dr Oburu Oginga, who now leads ODM following Odinga’s death, to ensure the continuity of the accord’s implementation. Since its formation, the committee has held consultations across various sectors, engaging citizens and experts to gather input on the proposed reforms. 

These consultations are seen as vital to building consensus and ensuring broad support for the changes, with the committee emphasising that they go beyond mere formality. The work of COIN-10 builds on the NADCO report which was adopted by the National Assembly in February 2024.
