Oburu Urges Joint Security Plan for Lake Victoria
Oburu Odinga has called on Yoweri Museveni and William Ruto to establish a joint security framework for Lake Victoria to address disputes affecting fishermen.
Speaking in Kisumu during the launch of Phase 2C of the Kisumu–Malaba Standard Gauge Railway, Odinga said the lake should be managed as a shared resource. He urged both governments to end harassment by security agencies and promote cooperation among communities that depend on the lake for fishing, transport, and trade.
He noted that earlier generations used the lake collectively without conflict and said a coordinated approach would help restore stable cross-border relations. His remarks were made in the presence of Presidents Ruto and Museveni, who jointly officiated the railway event.
Tensions over fishing rights and enforcement have persisted for years, particularly around Migingo Island. Kenyan fishermen have repeatedly reported harassment by Ugandan authorities in the disputed area.
The issue has also been raised at the national level. In December, Moses Wetang’ula discussed the matter with Uganda’s Chief of Defence Forces, Muhoozi Kainerugaba. Wetang’ula called for fair access to the lake’s resources and highlighted ongoing complaints from Kenyan fishermen.
Lake Victoria supports millions of people in Kenya, Uganda, and Tanzania. However, differences in enforcement and unclear boundaries continue to create friction.
