What Ida Odinga’s Role at UNEP Will Involve
President William Ruto has nominated Ida Odinga as Kenya’s Ambassador and Permanent Representative to the United Nations Environment Programme (UNEP), a move that now awaits parliamentary approval.
If approved, Mrs Odinga will lead Kenya’s mission to the United Nations in Nairobi, overseeing the country’s participation in global environmental negotiations and multilateral agreements. Her role would include representing Kenya at the UNEP Governing Council and the United Nations Environment Assembly (UNEA), which brings together member states to set priorities for international environmental policy.
The position also carries added responsibility because Nairobi hosts the UN’s only headquarters in the Global South. As Permanent Representative, Mrs Odinga would be expected to help safeguard and strengthen Kenya’s status as a centre for UN activities, including advocating for additional agencies, programmes, and international conferences to be based in the city.
According to the United Nations, Permanent Representatives serve as heads of their countries’ missions and coordinate diplomatic engagement across the UN system. These missions vary in size and capacity depending on national priorities, but they play a central role in shaping policy discussions and advancing national interests.
Mrs Odinga, the widow of former prime minister Raila Odinga, has welcomed the nomination and described it as an honour. Responding to criticism over the appointment, she said she would not be intimidated, quoting Psalm 23 to affirm her confidence in accepting the role.
Several political figures have publicly questioned the nomination. Vihiga Senator and ODM deputy party leader Godfrey Osotsi argued that the UNEP posting did not reflect Mrs Odinga’s stature and suggested she should decline it. Cleophas Malala, deputy leader of the Democracy for Citizens Party, criticised the decision as misplaced, saying the government should focus on supporting ordinary women rather than appointing prominent political figures.
The differing reactions reflect wider political divisions. Supporters view the nomination as a gesture of inclusivity and cooperation across political lines, while critics question its practical value and relevance to the needs of the public.
The role of Permanent Representative to UNEP is substantive, particularly for a host country. Kenya’s diplomatic leadership in Nairobi influences discussions on global environmental governance and the future direction of UN environmental institutions.
Parliament will determine whether Mrs Odinga assumes the post.
