Inside Ruto's Latest Executive Appointments

President William Ruto has announced a series of appointments and nominations within the Executive, including the appointment of Charles Owino Wahong’o as Government Spokesperson and the reassignment of Isaac Mwaura to lead the Office of Diversity, Inclusion and Disability Rights.

The changes were announced on Tuesday by the Executive Office of the President and include appointments to key constitutional commissions, oversight bodies and institutions. The reshuffle fills several vacancies while introducing changes to the government's communications and governance structures.

Charles Owino Wahong’o has been appointed Government Spokesperson after serving as acting Head of Government Communications in the Ministry of ICT. He previously served as police spokesperson and will now lead communication on government policy and respond to public matters from the Executive Office of the President.

Isaac Mwaura, who has served as Government Spokesperson since 2022, has been redesignated as Head of the Office of Diversity, Inclusion and Disability Rights. In his new role, he will oversee policies and programmes aimed at promoting inclusion and protecting the rights of persons with disabilities within the Executive.

The President has also nominated former KNUT Secretary General Wilson Sossion and Antonina Lentoijoni to serve as members of the Teachers Service Commission. Their nominations have been submitted to Parliament for vetting.

Dr Duncan Ojwang Oburu has been nominated as chairperson of the Independent Policing Oversight Authority. The position became vacant after Issack Hassan was appointed to the Court of Appeal.

The Public Service Commission has approved several senior promotions and redeployments as part of the changes. Flora Mutua has also been nominated to serve as a commissioner at the Public Service Commission.

Seven people have been nominated to the Intergovernmental Relations Technical Committee (IGRTC). They are Wilson Kuria Thuita (Murang’a), Silvya C. Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’enoi Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru), and Mary Nanjala Kilobi (Nairobi).

The IGRTC supports cooperation between the national and county governments. It serves as the secretariat to the National and County Governments Coordinating Summit and the Council of Governors. Its responsibilities include coordinating joint programmes, supporting consultation between the two levels of government and helping to resolve intergovernmental disputes.
