Six Kenyan Embassies Set for Redevelopment Under New PPP Framework

Kenya will pilot a Public-Private Partnership (PPP) programme to redevelop six embassies in Africa, allowing private investors to build and operate facilities that include leased commercial spaces.

The National Treasury outlined the plan in a directive dated 10 April, naming Cairo, Lusaka, Harare, Bujumbura, Juba and Kinshasa as the initial sites. The project introduces a new approach to managing diplomatic missions, many of which have faced funding shortfalls, ageing infrastructure and delays in staff payments.

Under the PPP model, private partners will be responsible for the design, financing, construction and maintenance of embassy facilities. These will include chancery buildings, consular sections, ambassadorial residences and staff housing.

Investors will operate the sites for a defined concession period, recovering costs through agreed revenue streams before transferring ownership back to the government without charge. A key feature of the initiative is the inclusion of commercial space within embassy compounds.

Businesses will be able to lease these areas, creating a source of income to support diplomatic operations. Treasury officials state that this structure is intended to reduce reliance on public funds while upgrading facilities.

The Treasury has allocated Ksh170 million for the Lusaka mission and Ksh120 million for Kinshasa, though officials indicate that these sums will not cover full redevelopment costs. The project received initial approval in February 2026 and has entered the feasibility study stage.

The plan emerges amid wider international discussion on embassy development. In January 2026, China secured approval for its Royal Mint Court project in London, prompting debate in the UK over security and the location of large diplomatic sites.
