All Kenyan Civil Servants to Undergo Fresh Training, Says Public Service CS Moses Kuria

Public Service Cabinet Secretary Moses Kuria made an official announcement on Wednesday stating that all public servants will be required to participate in refresher courses in order to synchronize with President William Ruto's bottom-up development plan.

CS Kuria revealed that his Ministry plans to work together with the Public Service Commission (PSC) and the Kenya School of Government (KSG) in order to implement initiatives that will equip public servants with the necessary skills to support the government in achieving its goals, including Vision 2030, Medium Term Plans, and Strategic Government Communication. After a meeting with the PSC, CS Kuria further explained this collaboration, expressing their shared intention to establish a partnership between the Kenya School of Government and the Public Service Commission. The ultimate outcome of this partnership would be the enrollment of all public servants in refresher courses that align with the Bottom Up Economic Transformation Agenda.

As part of an ongoing initiative to promote transparency, government officials, under the guidance of CS Kuria, have made a commitment to publicly release the names of interns recruited by the PSC on their website. These names will be organized according to the interns' respective wards of origin. This commitment applies to both current and future interns, as well as those from the past. In a joint effort, CS Kuria and other officials have also endorsed the creation of a National Savings Scheme specifically tailored for interns. This scheme is designed to provide interns with a one-year comprehensive training program, which includes paid opportunities and valuable entrepreneurial skills.

Additionally, a collaboration between PSC and the National Youth Service (NYS) has been approved by government officials. This joint program will incorporate interns recruited by PSC into the NYS, allowing them to make a greater impact in the public service. Alongside these efforts, the Cabinet Secretary has pledged to fast-track the Human Resource Bill, which is presently being reviewed in the National Assembly. The passing of this bill will guarantee the harmonization of Human Resource practices in both the National and County governments. The CS, who is implementing reforms in his new ministry, has unveiled plans to involve NYS service men and women in the provision of public services.
