Babu Owino Suspended From Parliament

Martin Olage Aug 11, 2023

The Embakasi East Member of Parliament has been barred from attending four parliamentary sessions after being ejected from the House by Deputy Speaker Gladys Boss Shollei.

The MP caused a commotion during a discussion about the leadership of the Kenya Young Parliamentarians Association (KYPA). The Deputy Speaker was incensed after the MP shouted at her while contesting the list presented in Parliament for KYPA leadership. Shollei warned the MP about his disruptive behaviour and demanded an apology, stating that it is against parliamentary rules to shout at the Speaker.

“Babu Owino you are out of order. You do not shout at me. You better withdraw your remarks,” Shollei ordered.

However, the vocal Embakasi East MP continued to argue with the Speaker and make agitated gestures. Soy MP David Kiplagat intervened in the situation, but the Deputy Speaker reminded him that his involvement was not necessary. She insisted that she could handle the situation on her own.

Despite receiving a final warning, the elected member of the Orange Democratic Movement (ODM) refused to cease his shouting at Shollei, resulting in the intervention of the Seargents at Arm to escort him out of the parliament buildings. Babu Owino received the backing of the Azimio coalition parliamentarians who jeered at the Sergeants at Arm for carrying out their duties.

In May 202, the lawmaker caused a fracas after he refused to withdraw from the chambers in total defiance of then National Assembly Speaker Justin Muturi's orders. The Speaker claimed that the lawmaker had uttered an unparliamentary word in an altercation that ensued as Wajir Woman Representative Fatuma Gedi was tabling evidence accusing DP William Ruto of being a land grabber.
