President Kenyatta's Office Fails to Account for Sh2.7 Billion Expenditure
Auditor-General Edward Ouko says that the Office of the President cannot account for Sh2.7 billion.
An audit report compiled by Ouko shows that President Kenyatta's office spend the said funds on confidential expenditure in 2014, 2015 and 2016 financial years.
The reports shows that the Presidency paid Sh165 million to different companies for the supply of vehicles while a further Sh105 million was put to a general expense account without documents to support support the allocation.
"No satisfactory explanation has been provided for this anomaly. In this regard, it was not possible to confirm that the confidential expenditure incurred on motor vehicles and other payments or charge to the general suspense account during the financial year under review was lawful and that value for money was obtained," the report says as quoted by the Star.
Various State Houses and Lodges also requested for goods worth Sh22 million and were procured and received in Nairobi before being distributed to respective stations.
However, an audit carried out between January and February, 2017 shows that these goods were never supplied and there are no payment documents to support receipt.
"In the circumstances, the propriety of expenditure totaling Sh22,324,851 could not be confirmed," reads part of the report.
Additionally, the Presidency has no invoices, delivery notes, tender documents, and Local Purchase Orders to support an expenditure totalling Sh61 million among other expenditures.
