Waiguru Demands Results for Probe into Josephine Kabura's Explosive Affidavit Linking Her to Sh791 Million NYS Scandal

Kirinyaga Governor Anne Waiguru has asked the Ethics and Anti-Corruption Commission (EACC) to make public results of its probe into an affidavit filed by Josephine Kabura, a key suspect in the first National Youth Service (NYS) scandal.

In a letter to EACC CEO Halaqhe Waqo, Waiguru through her lawyers claims that delay in releasing the findings of the investigations has continued to cause her negative publicity. She cites the recent IPSOS corruption survey report that ranked her second most corrupt leader after Deputy President William Ruto.

In February 2016, Ms Kabura filed a damning affidavit in court accusing the Governor and other top government officials of orchestrating the alleged theft of Sh791 million from NYS through dubious tenders.

This prompted the anti-graft agency to summon the former Devotion Cabinet Secretary and other officials mentioned in the document to record their statements.

Waiguru was later acquitted in the NYS scandal. EACC wrote to Head of Public Service Joseph Kinyua informing him there was no evidence to warrant her prosecution.

“Regrettably, two and half years later, the commission is yet to communicate to our client the outcome of the investigations nor inform the members of the public on the veracity of the allegations made by Ms. Josephine Kabura,” reads part of the letter by Waiguru dated August 23rd, 2018.

“As a result of the inordinate delay, our client has continued to receive negative publicity stemming from the allegations in Ms. Kabura’s affidavit culminating in a sponsored and doctored survey released by IPSOS Synovate.”

“The delay on the part of the commission has caused our client irreparable damage and lend credence to the false allegations,” says Waiguru’s legal team.
