Senior IEBC ICT Director Reported Missing a Week to the General Elections

A senior ICT Manager at the Independent Electoral and Boundaries Commission (IEBC) has disappeared in mysterious circumstances, with nine days to the general elections.

Electoral Commission Chairman Wafula Chebukati said that the officer was last seen on Friday, with his last communication being a text message he sent to a colleague at 3 am the same day.

“The Commission wishes to notify the public that one of its ICT Managers was last seen on Friday night. Efforts being made to trace him,” Chebukati said in a statement.

“The last communication from him is an SMS text sent to one of his colleagues at around 3:00 am on Saturday morning. The content of the SMS suggests that he was conscious and fully aware of his itinerary for that day,” read the statement sent to newsrooms on Sunday.

Chebukati said the matter had been reported to Embakasi Police Station and investigations have commenced.

Though Wafula did not reveal the he identity of the missing director, he has been identified as Chris Msando, who is the IEBC's Deputy ICT director.

The disappearance of the officer comes a week to the elections and is likely to raise questions.
